Second edition of LADM published - and a special thanks

October 2025

The fifth part of the second edition of the Land Administration Domain Model was recently published as ISO and CEN standard.  The second edition is a standard that defines land administration in a broad sense. Drawing up these standards took a lot of effort, but the result is definitely worth it. In addition to land tenure, marine georegulation, valuation information, and spatial plan information are now also included. The publication schedule is listed below.

Part Title Published
1 Generic conceptual model January 2024
2 Land registration May 2025
3 Marine georegulation July 2024
4 Valuation information July 2025
5 Spatial plan information August 2025

The Social Tenure Domain Model is included in part 2. The next step is to develop Part 6, ‘Implementation’, together with ISO and OGC.

The standard has been published by ISO and CEN, its development is an initiative of FIG. FIG publication no. 84 provides a comprehensive overview and includes an extended version with a set of training materials.

The new edition of LADM will be presented during the FIG Joint Land Administration Conference to be held 3-5 November 2025, Florianópolis, Santa Catarina,  Brazil from 3 till 5 November 2025. The 13th LADM & 3D LA workshop is part of the program.

The publication of the new edition of LADM would not have been possible without the  support of the FIG Foundation, Kadaster Netherlands, Delft University of Technology and Twente University (ITC).

The FIG Foundation has awarded a grant to Abdullah Kara, the editor of parts 1, 2, 4 and 5 of the LADM. We are very grateful for this.

We would like to thank our many colleagues from many countries for their contributions.

Peter van Oosterom, Abdullah Kara and Christiaan Lemmen

A special thanks to Christiaan (Chrit) Lemmen, FIG Honorary Member

Together with this update on LADM, Christiaan (Chrit) Lemmen has announced that he will step down as FIG representative in ISO/TC 211.
The work on the standard was started with his Ph.D thesis. He continued working on LADM and has been one of the the main drivers behind the ISO standard and the cooperation with ISO. Dutch Kadaster has supported Chrit to represent FIG in ISO/TC 211and in the work  to develop the LADM standard.
Over the past 20 years Chrit has played acentral role in FIG. Apart from the development of the LADM standard he has been involved in the deveopment of pro-poor Land Administration tools and he has served as the director of OICRF from 2010 to 2022 where he handed over to Eva-Maria Unger. Chrit is highly respected worldwide and within FIG, and he has attended numerous FIG events, both Congresses, Working Weeks, Commission 7 events and other expert groups.

His many international FIG engagements led to the appointment of Chrit as Honorary Member of FIG at the General Assembly 2015. Even though Chrit retired from Kadaster in 2021 he continued tirelessly the work on the 2nd edition of the LADM standard together with Abdullah Kara and Peter van Oosterom. The FIG publication 84 that gives an overview of the development of the LADM standard is just the latest example of Chrits hard work and engagement.

In 2015 FIG General Assembly appoints Christiaan Lemmen Honorary Member of FIG. Certificate and pin is presented by FIG President Chryssy Potsiou

It is understandable that Chrit has now announced that he will step down from this last official post in FIG after having been retired for several years. Hopefully he will still be available for good advise,  insightful comments and always positive encourgements.

FIG wants to thank Chrit wholeheartedly for his amazing, constant, and absolutely outstanding work over these many years. He has really been the driver and central in many activities, especially to LADM and to what it has become today. And a personal thanks for many good talks (and laughs) over the years, that were both fun, inspiring and soothing.

Thanks for everything Chrit!
